Pursuant to the provisions of Article 19, paragraph 1, in conjunction with Article 86 of the Act on Civil Servants and Employees in Local and Regional Self-Government ("Official Gazette", No.: 86/08, 61/11, 4/18 and 112/19, hereinafter: ZSN), the Head of the Administrative Department for Construction, Spatial Planning and Environmental Protection of the City of Slavonski Brod hereby announces

for the admission of trainees
To the City of Slavonski Brod, to the Administrative Department for Construction, Spatial Planning and Environmental Protection
- Independent administrative officer - for legal affairs and issuing permits and acts in the implementation of spatial planning and construction documents - trainee
- 1 (one) fixed-term executive with a 12-month internship
for training for service
Candidates must meet the general requirements for admission to the service in accordance with the provisions of Article 12 of the ZSN:
- age of majority,
- Croatian citizenship and
- health ability to perform the duties of the job for which the person is hired.
Candidates must also meet the following specific requirements:
Persons whose admission is subject to obstacles set out in Articles 15 and 16 of the Civil Service Act may not be admitted to the service.
In accordance with the Act on Academic and Professional Titles and Academic Degrees ("Official Gazette", No.: 107/07 and 118/12), the published professional requirements are also met by persons who have acquired a university degree (VSS) based on previous regulations.
The competition is open to persons of both sexes, in accordance with Article 13 of the Gender Equality Act (Official Gazette, No. 82/08 and 69/17); the terms used in this competition for persons in the masculine gender are used neutrally and refer to both men and women.
Persons with completed education in a specific professional qualification and profession, without work experience in relevant jobs or with work experience shorter than the work experience prescribed for an internship, are accepted as trainees.
The service is based on a fixed term of 12 months with a mandatory probationary period of two (2) months.
For the employment of a person who is a foreign citizen or a stateless person, in addition to meeting the conditions prescribed by law, prior approval from the central state administration body responsible for civil service relations is required.
For candidates applying for the Public Competition who meet the formal requirements and whose applications are correct and complete, a preliminary assessment of knowledge and abilities will be carried out through testing and interviews.
If a candidate does not take the test, he/she is considered to have withdrawn his/her application for the Public Competition and is not considered a candidate in the process.
The website of the City of Slavonski Brod www.slavonski-brod.hr lists the job description and salary information for the position being filled, the method of conducting the preliminary test of the candidate's knowledge and abilities and from which area, as well as legal and other sources for preparing candidates for this test.
The preliminary test of knowledge and abilities necessary to perform the duties of the position will be held in accordance with the Instructions and notifications to candidates in the manner, place and time of the test, which will be published in a timely manner before the test is held on the notice board of the administrative body and on the website of the City of Slavonski Brod www.slavonski-brod.hr at least 5 days before the test is held .
A candidate who exercises the right to priority in employment under a special law is obliged to refer to this right in the application for the Public Competition, state the category in which he believes he exercises the right to priority, attach all evidence of meeting the conditions, and if he meets the legal prerequisites for the right to priority, he has priority over other candidates only under equal conditions.
A candidate who can exercise the right of priority in admission to service according to Article 101 of the Act on Croatian Homeland War Veterans and Members of Their Families (Official Gazette, No.: 121/17, 98/19 and 84/21), Article 48f of the Act on the Protection of Military and Civilian War Invalids (Official Gazette, No.: 33/92, 57/92, 77/92, 27/93, 58/93, 2/94, 76/94, 108/95, 108/96, 82/01, 103/03, 148/13 and 98/19) and Article 9 of the Act on Professional Rehabilitation and Employment of Persons with Disabilities (Official Gazette, No.: 157/13, 152/14, 39/18. and 32/20.) is obliged to invoke this right in the application for the competition and has priority over other candidates only under equal conditions in accordance with the link of the Ministry of Public Administration: https://uprava.gov.hr/print.aspx?id=738&url=print
In order to exercise the right to priority in employment, candidates from Article 101, paragraphs 1-3 and Article 102, paragraphs 1-3 of the Act on Croatian Homeland War Veterans and Members of Their Families (Official Gazette, No.: 121/17, 98/19 and 84/21) who, at the time of submitting their application, meet the conditions for exercising this right are required to submit all evidence of meeting the required conditions from the public tender with their application, and depending on the category that is being called upon for priority in employment, submit the prescribed evidence.

Candidates are required to submit an application for the Public Tender using a duly completed and signed form "Application Form for Public Tender/Advertisement" available on the official website of the City with the publication of this Public Tender. The application must include the applicant's personal data (personal name, residential address, telephone or mobile phone number, e-mail address) and the number and title of the position for which they are applying.

The above-mentioned evidence is attached in a copy that does not need to be certified, and the candidate will present the original before the election. Certificates or certificates from public authorities may be submitted in the original. Documents submitted with the application will not be returned to candidates. Candidates who do not attach all the required documentation will not be invited to supplement their application.
If a different personal name of the candidate is stated on certain documents accompanying the application due to a change in personal name, the candidate is obliged to submit evidence of the change in personal name (resolution on the change of personal name, copy of marriage certificate, etc.).
The CV must list the job titles, types and job descriptions for each position the candidate has held, with an exact indication of the period of employment at each position and information about the employer(s), and the CV must be signed by hand.
A candidate who completed his education abroad is also required to submit proof of recognition of the foreign educational qualification in the Republic of Croatia.
The HZMO certificate of seniority and salary is not considered proof of total work experience because it does not contain all the necessary information.
Candidates are not required to submit a cover letter with their application, but they can include recommendations, copies of evidence of additional professional training, etc.
"Computer literacy" is generally considered to be the ability to use a personal computer in standard office applications, which includes, among other things, file management skills, operating system basics, word processing skills (e.g. MS Word), spreadsheet skills (e.g. MS Excel), databases skills (e.g. MS Access), Internet browser skills (e.g. MS Internet Explorer), and email application skills (e.g. MS Outlook).
The certificate of medical fitness to perform the duties of the position shall be submitted by the selected candidate upon notification of selection, and before the decision on admission to service is made.
Applications for the Public Tender, with evidence of meeting the requirements, must be submitted within 15 days of the publication of the public tender in the Official Gazette, to the address: City of Slavonski Brod, Vukovarska 1, 35000 Slavonski Brod with the indication " Public Tender - Independent Administrative Officer - for legal affairs and issues of permits and acts in the implementation of spatial planning and construction documents - trainee - not open " . Applications can also be submitted in person to the Office of the City of Slavonski Brod. Applications sent by e-mail or fax will not be considered. There is no obligation to consider applications that do not indicate for which public tender the application is submitted, and the City is authorized to return such an application to the applicant without consideration. The candidate may supplement the application until the deadline for submitting applications, which is submitted in the same way as the application.
A complete application is considered an application that contains all the information and attachments specified in this Public Tender. Incomplete and untimely applications will not be considered. Persons who submit incomplete and untimely applications or do not meet the formal requirements of the Public Tender are not considered candidates for the Public Tender, in accordance with Article 21 of the ZSN, of which they will be notified in writing, usually by e-mail.
Only candidates who submit a timely, signed and complete application, meet all the requirements specified for the position under this public vacancy notice, and who are invited to the test via email or public announcement according to the group schedule on the official City website can take part in the test.
It is noted that electronic delivery can be made at any time (Article 94, paragraph 2 of the Act on General Administrative Procedure, Official Gazette, No. 47/09 and 110/21).
Candidates are advised to regularly check all information regarding this Public Tender on the official City website and notice board, as well as their email inboxes, as well as to ensure the technical capabilities and functionality of their devices, email inboxes and internet connection, and their availability, as they bear their own responsibility for the above.
Candidates applying for the Public Competition who submit a timely, complete and prescribed application and meet the formal requirements will be tested for preliminary knowledge and abilities through testing and interviews in accordance with the published Instructions and Notices to Candidates.
The interview is conducted only with candidates who achieved at least 50% of the points in the written part of the test.
In accordance with the General Data Protection Regulation (EU 2016/679 – hereinafter: the Regulation) and the Act on the Implementation of the General Data Protection Regulation (Official Gazette, No. 42/18), the City of Slavonski Brod, as the controller of personal data, will process personal data in accordance with the principles of personal data processing set out in Article 5 of the Regulation.
The City of Slavonski Brod reserves the right to cancel the Public Tender without any obligations towards the registered candidates.
Candidates will be notified of the results of the Public Competition in accordance with the ZSN, no later than 60 days from the date of expiry of the deadline for submitting applications.
