Mandatory qualifications:

• Doctor of Science
• scientific-teaching title of assistant professor in the social field, scientific field "Information and communication sciences" or in the interdisciplinary field, scientific field "Military - defense and security - intelligence sciences and art"
• knowledge of English, German, Italian or French - a minimum level of 65% per diagnostic test or a sum of 5 per skill according to the STANAG 6001 standard
• passed the state exam of the II level

Desirable qualifications:

• experience in duties and tasks of scientific research or teaching activities for the needs of the Armed Forces of the Republic of Croatia
• scientific-teaching title of associate professor or higher
• knowledge of English, German, Italian or French - minimum level 85% per diagnostic test or sum of 10 per skill according to standard STANAG 6001

In addition to the above professional requirements, candidates must also meet the general conditions for admission to the civil service prescribed by Article 48 of the Civil Servants Act and the conditions prescribed by Articles 34 and 47 of the Civil Service Service of the Republic of Croatia.

Persons for whose admission there are obstacles from Article 35 of the Law on Service in the Armed Forces of the Republic of Croatia and Article 49 of the Law on Civil Servants may not be admitted to the Armed Forces of the Republic of Croatia as civil servants.

Mandatory probation lasts three months.

Candidates who have not passed the state exam or the state exam of the appropriate level with the obligation to take the said exam within the legally prescribed deadline may also compete.

Only a candidate who has submitted a timely and complete application and who meets the formal requirements of the public tender will be considered a candidate for the public tender. The application for the public tender shall contain personal data. of the applicant (name and surname, residential address, telephone / mobile phone number and, if possible, e-mail address) and the ordinal number and name of the job to which the person is applying.

The application must be signed by hand.

Candidates are required to enclose with the application:

• biography
• proof of Croatian citizenship (copy of identity card, passport, military card or birth certificate)
• a copy of the evidence of the academic degree obtained
• proof of total length of service (copy of work book or electronic record or certificate of the Croatian Pension Insurance Institute, not older than 30 days, containing information on the beginning and termination of insurance, working hours, actual and required education and duration of insurance)
• a copy of the certificate of passing the state exam or state professional exam, if the candidate has passed it - a copy of the decision (certificate) on previous election to the scientific-teaching title (for positions under ordinal numbers 1, 2, 3, 4th and 5th)
• appropriate proof of experience in the duties and tasks of scientific research or teaching activities for the needs of the Armed Forces of the Republic of Croatia (for positions under ordinal numbers 1, 2, 3, 4 and 5)
• proof of work experience in relevant jobs (uncertified copy of employment contract or scheduling decision or employer's certificate which must contain the type of work and the period in which the candidate performed the above jobs), the attached evidence must show that the candidate / woman worked in jobs in education and profession which is a condition for the job for which she is applying (for the job under ordinal number 6)

The documents are attached in an uncertified copy, and before the election the candidate is obliged to present the original.

Applications with evidence of eligibility shall be submitted by mail or directly within 8 days of the announcement of the public tender in the Official Gazette, with the indication: "For a public tender for admission to the civil service in the Ministry of Defense - Armed Forces of the Republic of Croatia".

A complete application is considered to be one that contains all the necessary information and attachments listed in the public tender and that is personally signed.

A person who has not submitted a timely or complete application or does not meet the formal requirements of the public tender, is not considered a candidate for the public tender, of which he / she is notified in writing, usually by e-mail indicated in the application.

A candidate who, in his / her application for a public competition, invokes the right to priority in admission to the civil service according to a special law, is obliged to enclose with the application all the prescribed documentation according to a special law and has priority over other candidates under equal conditions.

A candidate who invokes the right to priority in employment in accordance with Article 101 of the Act on Croatian Homeland War Veterans and Members of Their Families (Official Gazette nos. 121/17 and 98/19), with an application for a public competition must / a, in addition to proof of meeting the required conditions, enclose evidence of meeting the conditions of priority according to the list available on the website of the Ministry of Croatian Veterans via the following link: https://branitelji.gov.hr/zaposljavanje-843/843.

Candidate claiming the right to priority in accordance with Article 9 of the Vocational Rehabilitation and Employment of Persons with Disabilities Act (Official Gazette nos. 157/13, 152/14, 39/18 and 32/20), with the application In addition to proof of meeting the required conditions, he / she is obliged to enclose proof of the established status of a person with a disability to the public tender.

Applicant claiming the right to employment benefits in accordance with Article 48 f. Of the Law on the Protection of Military and Civilian Invalids of War (Official Gazette, Nos. 33/92, 57/92, 77/92, 27/93, 58/93, 2/94, 76/94, 108/95, 108/96, 82/01, 94/01, 103/03, 148/13 and 98/19), in addition to the application for a public tender, he / she is obliged, in addition to proof of fulfillment of the required conditions, to enclose a decision or certificate from which this right is visible.

A candidate belonging to a national minority has the right to invoke employment priority on the basis of Article 22 of the Constitutional Act on the Rights of National Minorities (Official Gazette 155/02, 47/10, 80/10 and 93/11 - Decision Of the Constitutional Court of the Republic of Croatia) without the obligation to submit proof of nationality.

The Commission for the Implementation of the Public Tender (hereinafter: the Commission) is appointed by the Minister of Defense. The Commission determines the list of candidates applied for the public tender who meet the formal conditions from the public tender and sends them for testing and interview.

The test consists of a test of knowledge, abilities and skills (written part of the test) and the Commission's interview with the candidates (interviews).

The written part of the test consists of checking the knowledge, abilities and skills relevant to the job for which the public competition has been announced and checking the knowledge of a foreign language for jobs under ordinal numbers 1, 2, 3, 4. and 5. The foreign language test will be conducted according to a diagnostic test for English, German, Italian or French at the Croatian Military Academy.

For the job under ordinal number 6, a computer skills test will be conducted.

Job descriptions and salary data for the position to be filled by public competition, content and manner of testing candidates, as well as legal sources for preparing candidates for testing, will be published on the website of the Ministry of Defense https://www.morh.hr., simultaneously with the announcement of the public tender.

A candidate who has not taken the test is no longer considered a candidate in the procedure.

The time and place of the test will be published on the website of the Ministry of Defense https://www.morh.hr, at least five days before the test.

The selected candidate will be invited to submit within a reasonable time, and before the decision on admission to the civil service, a certificate from the competent court that no criminal proceedings are being conducted against him, a certificate of medical fitness to perform the job and the original other evidence. on meeting the formal requirements of the public tender, with a warning that failure to submit the required documents is considered a waiver of admission to the civil service.

After the selection of the candidate, and before making the decision on recruitment, the Ministry of Defense will ex officio check the absence of other obstacles to recruitment in the civil service from Article 35 of the Law on Service in the Armed Forces of the Republic of Croatia and Article 49 of the Law on Civil Servants and to obtain the necessary evidence.
