HAKOM, the Croatian Regulatory Authority for Network Industries, has become the first state institution to adopt internal rules on the use of artificial intelligence. Instead of restricting the application of AI, HAKOM's goal is to provide employees with clear guidelines on how to use this technology responsibly, without compromising security and privacy.
The First Rulebook in the Public Sector
The Croatian Regulatory Authority for Network Industries (HAKOM) has adopted the Rulebook on the Conditions for the Use of Artificial Intelligence Systems, defining clear rules and guidelines for its employees. Unlike restrictive approaches, HAKOM's rulebook does not ban the use of AI but encourages its responsible use. Director Miran Gosta points out that employees have already recognized the benefits of AI in everyday tasks such as generating documents, translating, and summarizing work materials.
Focus on Education and Security
A key component of HAKOM's strategy is education. Every employee using AI tools must undergo mandatory training, covering both technical aspects and legal frameworks such as GDPR and the upcoming EU AI Act. In addition to free online courses, HAKOM is also developing its own workshops in collaboration with internal experts. The goal? To ensure that employees not only know how to use tools like ChatGPT, Perplexity, and Copilot but also understand the risks and responsibilities that come with them.
Carefully Selected Tools
The agency has approved the use of only verified AI tools, and exclusively through official user accounts. This ensures control over the data entered and an added level of security. So far, HAKOM uses about ten licenses, but plans are in place to expand access to all employees. The selection of tools is based on functionality, security standards, and compliance with European legislation.
Beyond Productivity — Ethics First
Although AI is often promoted as a tool for boosting productivity, HAKOM emphasizes that this is not the main goal. The rulebook focuses on the ethical dimension of AI application: preventing misuse, protecting privacy, and the obligation to label documents created with the help of AI systems. Transparency and accountability carry equal, if not greater, importance than mere efficiency.
A Guide for Other Institutions?
Although each institution has its specifics, HAKOM's approach could serve as inspiration for other public sector bodies in Croatia. Gosta highlights that the principles established at the Agency could provide a good framework for those just considering the implementation of AI tools in their processes. However, he also stresses the importance of tailoring the rulebook to the specific needs and tasks of each institution.
HAKOM's initiative demonstrates that artificial intelligence can be responsibly implemented in the public sector, with clearly defined ethical and security standards. Their model combines education, control, and transparency, laying the groundwork for broader AI application in state institutions — in a way that benefits people rather than endangering them.
